Fulcrum Consulting, an LRS company, is seeking a Program Manager with our client in Minneapolis, MN.

Our Client is seeking an experienced Program Manager with 5–10 years of project and program management experience, including at least 3 years in transformation or change leadership roles. This individual will oversee a portfolio of complex, cross-functional projects and ensure alignment with strategic objectives through strong governance, resource planning, financial oversight, and stakeholder engagement. The ideal candidate brings strategic leadership, a deep understanding of project management methodologies (including CMMi), and the ability to drive impactful change in dynamic environments.

Key Responsibilities:

Program Oversight & Governance:
  • Actively manage a portfolio of transformation projects to ensure delivery within scope, schedule, and budget.
  • Establish and maintain governance frameworks, including oversight of financial and resource management.
Strategic Planning & Leadership:
  • Provide vision and leadership to project managers and teams delivering complex, cross-functional initiatives.
  • Ensure alignment with program sponsorship and steer progress toward defined metrics, goals, and objectives.
  • Engage and influence leaders and stakeholders across the organization to support successful program delivery.
Portfolio Optimization & Execution:
  • Assist in prioritizing and optimizing the project portfolio using credible business cases and Investment Optimization (IO) processes.
  • Offer thought leadership around constraints, implementation strategies, and cost-effective delivery models.
Stakeholder Engagement & Communication:
  • Build and maintain strong relationships with key stakeholders to align goals and expectations.
  • Deliver periodic briefings and status updates to executive sponsors and Steering Committees
  • Facilitate decision-making discussions and resolve escalated issues.
Resource & Financial Management:
  • Strategically allocate and manage resources across projects to support implementation and maintenance efforts.
  • Maintain the program’s financial gating process and oversee adherence to established project plans.
Performance Monitoring & Risk Management:
  • Develop and manage a roll-up program work plan outlining key deliverables, risks, issues, dependencies, and milestones.
  • Monitor program performance and implement corrective actions to ensure progress and budget compliance.
Methodology & Frameworks:
  • Ensure all projects comply with internal project delivery frameworks (CMMi-based).
  • Propose and lead enhancements to the organization’s Project Management Methodology and PMO practices.
Change Management & Coaching:
  • Lead significant change management efforts across the organization
  • Mentor and motivate project managers and teams to drive high performance and continuous improvement.
Ideal Candidate Qualifications:
  • 5–10 years of project/program management experience, with 3+ years in transformation/change leadership
  • Proven track record leading large, complex programs from design to implementation
  • Strong strategic thinking, decision-making, and problem-solving skills
  • Excellent communication, facilitation, and stakeholder management abilities
  • Familiarity with CMMi-based project management methods and tools
  • Ability to adapt to ambiguity and influence outcomes in a fast-paced, evolving environment
  • Demonstrated leadership in managing organizational change and mentoring teams
The base hourly range for this contract position is $70-$100 per hour, depending on experience. Our pay ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hires of this position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
