Job Description

LRS Consulting Services is seeking an IV&V Project Oversight Consultant for an exciting opportunity with a client of ours in Topeka, KS.

You'll serve as an independent set of eyes between an implementation team and state agency leadership — monitoring progress, surfacing risk, and delivering objective assessments directly to the Project Manager, Steering Committee, Project Sponsor, and IT oversight body on a monthly basis.
This is not a PM role or a QA role. You're the independent validator — you need enough technical and project credibility to assess what the implementation contractor is doing and call it straight.

What You'll Do

  • Produce monthly IV&V status reports delivered simultaneously and independently to multiple stakeholders
  • Conduct ongoing risk assessments across project management, technology, scope, budget, schedule, user involvement, organizational readiness, and business impact
  • Monitor the design and development process closely enough to identify issues before they become problems
  • Track schedule and resource allocation against baseline and flag variances
  • Monitor project budget — both resource burn and expenditure — and document deviations from plan
  • Maintain issues awareness beyond what the project team formally logs
  • Summarize prior month IV&V activities and planned next-month activities in each report

What You Need

  • Demonstrated IV&V experience on large-scale state or government IT projects — references required
  • Familiarity with state project management methodologies
  • Strong enough technical background to evaluate implementation decisions and development processes, not just schedule and budget
  • Ability to operate with full independence from the implementation contractor
  • Experience delivering to executive-level stakeholders and oversight bodies
  • Excellent written communication — your monthly reports go directly to leadership with no filter

Nice to Have

  • Prior work on projects >$20M
  • PMP or equivalent certification

The base range for this contract position is $60.00 - $X100.00 per hour, depending on experience.
