LRS Consulting Services is seeking an experienced Program Manager for our client in Central Illinois. This is a contract-to-hire opportunity for the right person. Position Summary:

The Program Manager will lead and oversee enterprise-wide programs and strategic initiatives across Information Security, Infrastructure, Data, Application Development, Maintenance, and Support organizations. This individual will be responsible for aligning multiple projects under a common program structure, ensuring successful execution, managing risks and dependencies, and driving business outcomes.

This role will oversee multiple strategic initiatives, with Project Managers ultimately rolling up to this individual. The successful candidate will provide leadership, establish governance, drive accountability, and ensure alignment across business and technical teams while managing complex, multi-year programs from planning through execution.

The ideal candidate will be a strategic, results-driven Program Manager with a proven track record of leading large-scale enterprise programs and portfolios. They will possess exceptional executive communication skills, strong leadership capabilities, and the ability to mentor Project Managers while driving accountability and delivery excellence across the organization. This individual will be responsible for ensuring alignment across teams, managing complex dependencies, mitigating risks, and delivering successful program outcomes that provide measurable business value.

Requirements:

  • Must have 8+ years of experience with the following:
  • Program and/or Project Management experience leading complex enterprise initiatives
  • Leading large-scale, enterprise-wide programs and portfolios
  • Managing initiatives across Information Security, Infrastructure, Data, and Application Development
  • Risk Management as it relates to managing Maintenance, Support, Application Development, Infrastructure, and Security projects/resources
  • Overseeing multiple concurrent projects and coordinating related workstreams under a broader program structure
  • Establishing governance frameworks, program controls, reporting, and accountability processes
  • MS Project, Jira, ServiceNow, Azure DevOps, or other Project and Portfolio Management tools
  • Creating program deliverables, dashboards, executive reports, and project artifacts using project management software
  • Agile, Waterfall, and Hybrid delivery methodology experience
  • Managing requirements, scope, dependencies, and project/resource deliverables
  • Documentation, implementation, and operational transition planning
  • Team leadership, including directing Project Managers, consultants, vendors, and internal resources
  • Executive stakeholder communication and management
  • Establishing and maintaining program roadmaps, timelines, and strategic priorities
  • Resource planning, capacity management, and portfolio oversight
  • Must have 2+ years of experience with the following:
    • Managing multiple strategic initiatives and enterprise programs simultaneously
    • Managing/directing internal development teams and vendor development teams
    • Mentoring and overseeing Project Managers within a PMO or program structure
    • Coordinating and facilitating governance meetings, steering committees, executive reviews, timelines, communications, and stakeholder expectations
    • Developing program roadmaps, project plans, and portfolio management artifacts
    • Driving alignment across Information Security, Infrastructure, Data, Application Development, and business teams

Key Responsibilities

  • Lead enterprise-wide programs and portfolios from initiation through successful delivery
  • Provide leadership, coaching, and mentorship to Project Managers and cross-functional teams
  • Establish governance structures and ensure adherence to PMO standards and best practices
  • Manage program scope, schedule, budget, resources, risks, issues, dependencies, and deliverables
  • Drive strategic alignment across business units, IT teams, and executive stakeholders
  • Develop and maintain program roadmaps, executive dashboards, status reports, and communications
  • Identify risks and issues, develop mitigation strategies, and drive timely resolution
  • Ensure accountability and transparency across all program workstreams
  • Coordinate internal teams, consultants, contractors, and third-party vendors
  • Facilitate steering committee meetings and executive-level presentations
  • Drive continuous improvement within program management and PMO processes
  • Ensure successful delivery of strategic business and technology initiatives

Strong Candidates Will Have:

  • PMP (Project Management Professional)
  • PgMP (Program Management Professional)
  • PMI-ACP (Agile Certified Practitioner)
  • SAFe Program Consultant (SPC) or SAFe Agilist Certification
  • Certified Scrum Master (CSM)
  • ITIL Foundation Certification
  • Lean Six Sigma Certification
  • Experience leading PMO functions and enterprise portfolio management
  • Experience managing large, multi-year digital transformation programs
  • Organizational Change Management experience

Preferred Qualifications:

  • Strong PMO leadership experience with responsibility for enterprise governance and portfolio management
  • Experience developing and implementing program management standards, methodologies, and best practices
  • Experience supporting executive leadership teams and strategic planning initiatives
  • Proven success driving organizational change and business transformation initiatives
  • Experience working within highly regulated environments and complex enterprise technology organizations

Candidate Requirements

  • Must be able to effectively communicate in English (written and verbal)
  • Must have permanent authorization to work in the USA for any employer

The base range for this contract position is $50.00 - $80.00 per hour, depending on experience.
Our pay ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hires of this position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

Colorado Pay Range:
