Job Description

LRS Consulting Services is seeking a Privacy Lead who is passionate about privacy governance, regulatory compliance, and protecting sensitive information across complex federal environments. This hybrid direct-hire opportunity offers the chance to serve as the senior privacy authority for a federal agency, leading enterprise privacy initiatives, shaping privacy strategy, and ensuring compliance with federal privacy laws, regulations, and policies.

Location: Washington, DC (Hybrid - 1 day per week onsite)

Responsibilities

  • Serve as the senior subject matter expert and program lead for all privacy-related activities across the organization.
  • Lead the development, implementation, and continuous improvement of the agency's privacy program, ensuring compliance with the Privacy Act of 1974, E-Government Act of 2002, OMB Circular A-130, and other applicable federal privacy requirements.
  • Oversee the development and maintenance of Privacy Impact Assessments (PIAs), Privacy Threshold Analyses (PTAs), System of Records Notices (SORNs), privacy policies, program plans, and related documentation.
  • Provide expert guidance on the identification, classification, protection, and management of Personally Identifiable Information (PII) and Sensitive PII (SPII).
  • Lead privacy assessments for new and existing systems, applications, programs, and business processes, identifying privacy risks and recommending mitigation strategies.
  • Partner with legal, cybersecurity, IT, and business stakeholders to embed Privacy by Design principles into technology initiatives, procurement activities, and operational processes.
  • Integrate privacy controls and requirements into NIST Risk Management Framework (RMF) and Authorization to Operate (ATO) activities.
  • Develop and deliver privacy awareness, training, and education programs for employees, contractors, and leadership teams.
  • Conduct privacy compliance reviews, audits, and assessments, and oversee remediation efforts for identified risks and gaps.
  • Lead privacy incident response activities, including PII breach investigations, reporting, notifications, and corrective actions.
  • Monitor changes to federal privacy laws, regulations, executive orders, and OMB guidance, recommending and implementing required program changes.
  • Maintain enterprise data inventories, data flow diagrams, and data mapping documentation related to PII and sensitive information.
  • Develop privacy metrics, compliance dashboards, executive reports, and program performance measures.
  • Serve as the primary liaison with oversight organizations including OMB, DOJ, GAO, OIG, and other federal partners.
  • Provide privacy guidance related to cloud computing, artificial intelligence, data analytics, emerging technologies, and third-party data sharing activities.
  • Support the development of data sharing agreements, computer matching agreements, memorandums of understanding, and other information-sharing arrangements.
  • Mentor and support the development of privacy professionals and program staff.

Qualifications

  • Bachelor's degree in Information Management, Law, Public Administration, Cybersecurity, Information Technology, or a related field.
  • 10+ years of progressive experience in federal privacy program management, information governance, compliance, or a related discipline.
  • 5+ years of experience serving in a senior privacy leadership, program management, or subject matter expert role.
  • Extensive experience managing privacy programs within a federal civilian agency environment.
  • Demonstrated experience developing and managing Privacy Impact Assessments (PIAs), System of Records Notices (SORNs), Privacy Threshold Analyses (PTAs), and Privacy Act compliance activities.
  • Deep knowledge of federal privacy laws, regulations, and guidance, including:
    • Privacy Act of 1974
    • E-Government Act of 2002
    • OMB Circular A-130
    • Applicable OMB privacy memoranda and directives
    • Federal privacy and records management requirements
  • Strong understanding of privacy governance, data protection, information lifecycle management, and privacy risk management.
  • Experience integrating privacy requirements into NIST Risk Management Framework (RMF), ATO processes, and information security programs.
  • Experience leading privacy audits, assessments, compliance reviews, and remediation activities.
  • Experience supporting privacy incident response, breach reporting, and regulatory compliance activities.
  • Strong knowledge of privacy considerations related to cloud services, data sharing, analytics platforms, and emerging technologies.
  • Excellent written and verbal communication skills, including experience briefing executives, oversight bodies, and government stakeholders.
  • Ability to build relationships and collaborate effectively with legal, cybersecurity, IT, contracting, and business teams.
  • Must be able to obtain a Public Trust Clearance.
  • Must be able to communicate effectively in English, both written and verbal.

Preferred Qualifications

  • One or more of the following certifications:
    • Certified Information Privacy Professional/Government (CIPP/G)
    • Certified Information Privacy Manager (CIPM)
    • Certified Information Privacy Technologist (CIPT)
    • Certified Information Systems Security Professional (CISSP)
    • Fellow of Information Privacy (FIP)
  • Master's degree or Juris Doctor (JD) in Law, Information Management, Public Administration, Cybersecurity, or a related field.
  • 12+ years of federal privacy program management experience.
  • Experience supporting a federal civilian agency of comparable size and complexity.
  • Experience serving as or directly supporting a Senior Agency Official for Privacy (SAOP) or Chief Privacy Officer (CPO).
  • Experience with federal privacy oversight organizations, audits, and compliance reporting activities.
  • Knowledge of federal data governance, records management, and information-sharing requirements.

The base salary range for this direct-hire position is $165,000 - $191,000 annually, depending on experience. The range displayed reflects the minimum and maximum target for new hires across all U.S. locations. Individual compensation is determined by experience, certifications, education, location, and other job-related factors.
